    2008-09 Winter Crisis Program Info
Community Action Committee of Pike County will be accepting applications for the 2008-09 Winter Crisis Program (WCP) (formerly known as E-HEAP) from November 1, 2008 to March 31, 2009.

Appointments are made 10 days in advance and November 3rd appointments will be scheduled on October 20th beginning at 7:45 a.m. by calling 740-289-2371. Senior Citizens may begin calling to schedule appointments at 8:00 a.m. on October 20th by contacting the Pike County Senior Center at 740-947-5555. Walk-in appointments, which begin November 3rd, are limited and are for customers without electric, natural gas, or who are completely out of bulk heating fuel.
WCP was created to provide assistance to low-income households that are threatened with disconnection of their heating source or have already had service disconnected, and assist bulk fuel users who have less than a 10-day supply of fuel.
Customers (applicants) are required to provide proof of citizenship or alien status. Acceptable forms of documentation include:
Birth Certificate or Birth Record
Medicaid Card
VA Card
OWF Cash Issuance History
     Green Card (if Alien)
Appointments are scheduled one day at a time and 10 days in advance of the actual appointment date. Customers must contact the agency and speak with a HEAP Intake representative or ask for the HEAP Information Line to find out what you need to bring for the appointment.

Services Provided

Clothing Center

The Clothing Center is a satellite site of Community Action Committee of Pike County Social Service Office. The Clothing Center is located at 462 South West Street, Piketon, Ohio.
This is a volunteer-based program established to assist households in Pike and surrounding counties in need of clothing. There are no income requirements. Priorities are given to persons/families that are victims of burn-out due to fire and/or homeless families and individuals. Hours of operation are 10:00 a.m. to 1:00 p.m. Tuesdays and Fridays. If you or family members are in need of clothing, please call 740-289-8175.

Crisis Intervention / Advocacy Outreach
Crisis intervention and advocacy outreach are services provided on behalf of the client/customer by the Social Work staff. This is not to be confused with referrals. Crisis intervention/advocacy outreach requires actual contact with the program or individuals with whom the client/customer has had difficulties. It may also require accompanying client/customer to appointments with legal counsel, physicians, other counselors, and/or Jobs and Family Services representatives.

Heating / Cooling Assistance:
HEAP / Emergency HEAP
Regular HEAP, Winter and Summer Crisis Programs

 
Federally funded programs designed to help eligible Ohioans meet the rising cost of home heating during the winter and home cooling during the summer. Applicants must meet 175 % of Poverty Guidelines. Call for more information. You may also call State HEAP at 1-800-282-0880.
Home Energy Assistance Program (HEAP), Regular HEAP
The Home Energy Assistance Program (HEAP) is a state assistance program designed to help low income families meet the high costs of home heating during the winter months.

Winter Crisis Program (Emergency HEAP)
The Winter Crisis Program can prevent disconnection of heating utilities and restore heating services to households that have been disconnected. This program can also pay for an emergency delivery of bulk fuel when the supply is down to 10 days or less. Households can receive this assistance one time per program year.
Summer Crisis Program (Emergency HEAP)
The Summer Crisis Program provides assistance to eligible families to offset high electricity costs associated with the summer cooling season.
Winter Crisis Program will begin November 1 and continue through March 31.
Summer Cooling Program will begin June 1 and continue through August 31.
 

Emergency Food Pantry
 
This service was established to assist low-income households in emergency food situations (see guidelines below).
An assessment is made by the intake personnel/social work assistant/social worker to determine income eligibility and need. A food card is completed and documented proof of income is required. The client/customer is required to sign and address a log sheet. Intake personnel/social work assistant/social worker completes the remaining information on the log sheet. A three-day supply of food is distributed to the client/customer based on household size and the availability of food stuffs. Assistance is provided once every six months or on an emergency basis.

Furniture Distribution
 
The Community Action Committee of Pike County Social Service Department in conjunction with the Clothing Center will distribute donated furniture and appliances to those households in need of such items. Priorities are given to victims of natural disasters: floods, fire, and homeless families or individuals.

Homeless Assistance /
Emergency Housing Assistance
 
Housing assistance may be available for individuals or families that lack a fixed regular nighttime residence or who has a primary nighttime residence that is operated by a public or privately operated shelter designated to provide temporary living accommodations (including welfare hotels, congregate shelters, and transitional housing for the mentally ill).
Impending homeless are individuals and or families who have received a notice of foreclosure, eviction, or termination of utility assistance which would put them into a homeless situation if the crisis is not resolved.
An Emergency Housing Assessment is completed by the Social Service staff to determine eligibility. The client/customer is referred to the Department of Job and family Service to make application for not only emergency housing, but also grant in aid programs. If the client/customer is denied by the Department of Job and Family Services, CAC Social Service may provide assistance.

Information and Referral Service
 
A major function to the Social Service office is to provide information and referrals to client/customers when direct service is unavailable. The client/customer may contact the Social Service staff to discuss the problem or need. The intake worker will inform the client/customer of existing human service agencies and assist the client/customer in determining the best possible way of meeting the client/customer needs. Also, the client/customer will be advised of existing agency programs and be referred to any that the client/customer may be able to utilize.

Percentage of Income Payment Plan (PIPP)
 
PIPP is a special payment plan that requires eligible customers to pay a portion of their household incomes each month to maintain utility service. PIPP protects customers from disconnection of service, as long as they follow the program’s rules about monthly payments. However, the customer remains responsible for any unpaid balances on their bills. Gas and electric companies regulated by the Public Utilities Commission of Ohio must offer this plan to their customers. If you are income eligible for HEAP, you are also eligible to participate in PIPP. PIPP customers must pay 10% of their monthly income to the company that provides their primary heating source year round. During the winter months, customers must pay 5% or 3%, depending on income, to the company that provides their secondary heating source. PIPP is not available to customers of rural electric co-ops, municipal utilities, or users of delivered fuel.
PIPP is available from American Electric Power and Pike Natural Gas in Pike County.

Senior Companion Volunteer Program
 
The Corporation of Ohio Appalachian Development sponsors the Senior Companion Program via the Community Action Committee of Pike County. Volunteer Senior Companions assist elderly persons to remain in their homes. Persons interested in becoming a Senior Companion must meet the Poverty Guidelines of 125%, be 60 years of age or older, be willing to volunteer a minimum of four (4) hours per day, five (5) days per week.
Senior Companion volunteers receive an hourly stipend for their service and are reimbursed for mileage, while earning vacation and sick leave. The stipend is not considered income for any purpose and is non-taxable.
By providing in-home service and companionship, older persons may remain in their own home and avoid the necessity of nursing home or assisted living. Our volunteer services may include sharing a meal, reading, helping with correspondence, shopping, or just listening to the client. No income guidelines are needed to receive services.

The Ohio Benefit Bank
 
The Ohio Benefit Bank is a network of public and private sites that work with and complement the State in its efforts to reduce poverty and the ill-effects of poverty. Community Action Committee of Pike County will support the efforts of The Ohio Benefit Bank to assist low and moderate income individuals and families access public benefits for which they are eligible.
